Sunscreen occupies an unusual regulatory category in the United States: it is sold on the same shelf as cosmetics, but the FDA regulates it as an over-the-counter drug, which means its label claims are tied to specific, testable requirements rather than general marketing discretion. Most of that regulation is invisible on the shelf. "Broad Spectrum" looks like a description; it is actually a pass or fail result from a required lab test. "SPF 50" looks like a simple number; it is capped by rule at a maximum labeled value. Reading a sunscreen label with the actual regulation in mind changes what the words in front of you are worth.

"Broad Spectrum"
Requires passing an FDA in vitro test showing a critical wavelength of at least 370 nanometers, confirming meaningful UVA protection in addition to UVB. It is a specific test result, not a general description.
SPF value
Measures protection primarily against UVB rays (the main cause of sunburn). Labeled SPF values are capped at "60+"; higher tested values cannot be claimed beyond that on the label.
Skin cancer / early aging risk-reduction claim
Only permitted on products that are both Broad Spectrum AND SPF 15 or higher, used as directed with other sun protection measures. Products with SPF 2-14 may claim Broad Spectrum if they pass the test, but cannot make the risk-reduction claim.
"Water Resistant"
Only two tested durations are permitted on the label: 40 minutes or 80 minutes. The product must be retested for SPF after that duration of water immersion to support the claim.
"Waterproof" or "sweatproof"
Prohibited terms. No sunscreen is permitted to claim complete water or sweat resistance, since testing cannot support an unlimited-duration claim.

The Broad Spectrum requirement is worth understanding on its own, because it is the part of the label most likely to be misread as a vague marketing adjective. SPF, by itself, only measures protection against UVB radiation, the wavelength primarily responsible for sunburn. UVA radiation penetrates more deeply and is more associated with long-term skin aging and some skin cancer risk, and a high SPF number alone says nothing about UVA protection. The Broad Spectrum designation exists specifically to certify that a product also blocks a meaningful range of UVA wavelengths, verified through the critical wavelength test rather than left to the manufacturer's judgment. A sunscreen with a high SPF number but no Broad Spectrum designation is not misleading you, but it is telling you something narrower than the number alone suggests.

Is a higher SPF number always better?
Higher SPF does provide more UVB protection up to a point, but the difference between high values is smaller than the numbers suggest (SPF 30 blocks about 97 percent of UVB rays, SPF 50 about 98 percent), and no SPF value blocks 100 percent or eliminates the need for reapplication and other sun protection measures.

Does mineral sunscreen have different labeling rules than chemical sunscreen?
The same Broad Spectrum, SPF, and water-resistance labeling rules apply regardless of whether the active ingredients are mineral (like zinc oxide) or chemical filters; the FDA's testing requirements are based on the finished product's performance, not the ingredient category.
